FDA & EU Food Contact Standards: Qualified Paper Can Requirements for Tea Exporters

Loose leaf tea and herbal tea are strictly classified as dry botanical foods, subject to rigorous dual food contact supervision by the US FDA and EU regulatory systems. With 2026 regulatory upgrades, dual FDA and EU compliance has become a mandatory market entry threshold for all cross-border tea packaging.

Western overseas retailers and professional importers no longer recognize ordinary food-grade packaging without complete certification documents. Standardized, fully verified paper can specifications have become the fundamental guarantee for sustainable tea export supply chain operation.

The US FDA implements a strict positive list system under 21 CFR 176.170 for paper packaging materials. All paper can components, including virgin base paper, food-safe adhesives, barrier liners and eco-friendly printing inks, must be explicitly approved for dry food contact applications. Uncertified auxiliary materials are strictly prohibited for US-targeted tea packaging production.

Qualified export paper cans must complete standardized migration simulation tests adapting to conventional storage temperatures. Complete FDA compliance letters and GRAS qualification documents are mandatory for supplier verification, ensuring zero harmful substance migration during long-term tea storage to protect product safety and original flavor.

EU food contact supervision follows Regulation (EC) 1935/2004 and GMP 2023/2006, implementing strict risk assessment for dry botanical packaging. Tea paper cans must pass MOAH mineral oil testing and meet unified EU dry food migration limits, adopting fluorescent-free virgin kraft paper to eliminate organic precipitation risks.

All composite liners and plastic accessories comply with EU 10/2011 material standards, with complete DoC declarations and batch test reports to meet European supermarket shelf access requirements. Dual-compliant paper cans integrate FDA and EU safety standards with stable OTR and WVTR barrier performance, helping tea exporters avoid customs risks and stabilize long-term Western market layout.
